ADJOURNMENT TO CLOSED EXECUTIVE SESSION

6:00 PM

Mayor Carol Rudi opened the City Council Meeting to adjourn to a Closed Executive Session on January 25, 2010, at 6:00 PM. Councilman Barry McCullough made a motion to adjourn to Closed Executive Session pursuant to Missouri Open Meeting Act Exemption 610.021(1) for Litigation and Confidential or Privileged Communications with Legal Counsel, and 610.021(2) for Real Estate Acquisition Discussion, and 610.021(3) for Personnel Discussion. Councilman Mark Revenaugh seconded.


Roll Call Vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (5-0).


Mayor Carol Rudi recessed the Closed Executive Session at 6:35 PM.

Item 2. on the Agenda. ROLL CALL


Mayor Carol Rudi opened the Regular January 25, 2010, City Council Meeting at 7:30 PM in the Gladstone City Council Chambers and noted that all were in attendance.


Item 3. on the Agenda. PLEDGE OF ALLEGIANCE.


Mayor Carol Rudi led the Pledge of Allegiance, in which all joined.


Item 4. on the Agenda. APPROVAL OF THE REGULAR JANUARY 11, 2010, CITY COUNCIL MEETING MINUTES.


Councilman Mark Revenaugh moved to approve the Regular January 11, 2010, City Council Meeting Minutes as presented. Councilman Barry McCullough seconded. The vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (4-0-1)


Item 5. on the Agenda. PRESENTATION OF MAYOR’S CHRISTMAS TREE LIGHTING CHECKS to the Northland Christmas Store and Gladstone Neighbors Helping Neighbors.


Mayor Rudi proudly stated that more than $15,000 was raised this year for the Mayor’s Christmas Tree. A large part of that money came from the 5K Scarecrow Walk which is dedicated to the Northland Christmas Store and that is the reason for the difference in the amount of the checks.


Mayor Rudi invited Ikey Harris, Chairman of the Northland Christmas Store, to step forward and presented her with a check in the amount of $11,370.60, and thanked her for all the good work she does. Ms. Harris expressed her thanks to Mayor Rudi and City Council members.


Mayor Rudi invited Art Hammen, Executive Director of Gladstone Neighbors Helping Neighbors, to step forward and presented him with a check in the amount of $4,095.60, and thanked him for all the good work he does. Mr. Hammen, said on behalf of Neighbors Helping Neighbors, the Board of Directors, and especially on behalf of the citizens of Gladstone who will benefit from this, he would like to thank Mayor Rudi and the City Council for all their support of Neighbors Helping Neighbors, which was followed by applause.


Item 6. on the Agenda. PRESENTATION OF BOARDS AND COMMISSION APPRECIATION PLAQUE:

Mayor Rudi stated that Winnie Estep is leaving the Neighborhood Commission of which Art Hammen chaired. She served in the Bolling Heights neighborhood from November 2007 through December 2009.


Mayor Rudi invited Ms. Estep to come forward, then read and presented a plaque of appreciation to her for her years of service.


Ms. Estep thanked Mayor Rudi and Council, and stated that it was an honor and a great opportunity to serve on this committee.


Item 7. on the Agenda. PROCLAMATION recognizing the Boy Scouts of America’s 100th anniversary on February 8 and proclaiming February 7-13, 2010 as “Scouting Anniversary Week.”


Mayor Rudi invited Thunderbird District Director Ross Pfannenstiel to step forward. Mayor Rudi read and presented a proclamation to the Heart of America Council Boy Scouts of America in honor of their 100th anniversary on February 8.


Mr. Pfannenstiel thanked the Mayor and Council for the proclamation and said that it would be presented at the February 8 celebration at the Ewing M. Kauffman Foundation. Mr. Pfannenstiel stated that they appreciated the support of the City.


Item 8. on the Agenda CONSENT AGENDA


Following the Deputy Clerk’s reading, Councilmember Carol Suter moved to accept the Consent Agenda as presented. Councilman Barry McCullough seconded. The vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (5-0)


Councilman Carol Suter moved to approve a BUILDING PERMIT for the installation of new Clearwire 4G panel and backhaul dish antennas installed on the existing catwalk of the Linden Water Tower at 480 NE 71 Street. Applicant: Selective Site Consultants (SSC) on behalf of Clearwire Wireless Broadband. Owner: City of Gladstone. BP-09-00786. Councilman Barry McCullough seconded. The vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (5-0)

Councilman Carol Suter moved to adopt RESOLUTION R-10-02, authorizing acceptance of work under the contract with Miles Excavating, Inc. for the NW 61st Terrace Street Reconstruction—Main to Wyandotte; and authorizing final payment in the total amount of $18,952.83. Project TP0614. Councilman Barry McCullough seconded. The vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (5-0)


Councilman Carol Suter moved to approve the DECEMBER 2009 FINANCIAL REPORT. Councilman Barry McCullough seconded. The vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (5-0)

Councilman Barry McCullough had no comments at this time.

Mayor Pro Tem Les Smith had no comments at this time.


Mayor Carol Rudi thanked the Public Works Department for their hard work during the winter storms in recent weeks. She has heard many favorable comments and they keep coming in. Mayor Rudi stated jokingly to Mayo Pro Tem Smith that yes, she was here during the worst of the storm (since she then went to Hawaii).


Mayor Rudi then asked Parks and Recreation Director Sheila Lillis to bring forward the anniversary quilt that was handmade in 1976. The Arts Commission has discussed various locations for the heirloom quilt and are suggesting the Council Chambers. Mayor Rudi is asking for assistance in determining the location within the Council Chambers.

Item 12. on the Agenda. RESOLUTION R-10-03, authorizing execution of a contract with Reddi Services, Inc. in a total amount not to exceed $60,845.00 for the 2010 Sanitary Sewer Cleaning and Televising Project SP1093.


Mayor Pro Tem Les Smith moved to adopt RESOLUTION R-10-03, authorizing execution of a contract with Reddi Services, Inc. in a total amount not to exceed $60,845.00 for the 2010 Sanitary Sewer Cleaning and Televising Project SP1093. Councilman Mark Revenaugh seconded. The vote: All “aye” – Councilman Barry McCullough, Councilmember Carol Suter, Councilman Mark Revenaugh, Mayor Pro Tem Les Smith, and Mayor Carol Rudi. (5-0)

Mayor Carol Rudi wanted to remind everyone about the First Tuesday Art Show coming up on February 2 featuring the NKC Schools art teachers.
