Planning Commission
The Commission consists of
twelve members, appointed by the City Council, who serve four-year,
staggered terms. It reviews and makes recommendations on various
planning matters, such as rezoning, site plan reviews, zoning
ordinance amendments, street vacations and future land uses.

Parks
& Recreation Advisory Board
The Board consists of nine
voting members appointed by the Mayor, with approval of the City
Council, serving three-year staggered terms. It reviews the Parks and
Recreation System of Gladstone and make recommendations to the City
Council.

Special
Road District #3
The District is located
largely within the City of Gladstone. Three Road Commissioners are
elected pursuant to State law for three-year staggered terms. The
District provides street maintenance and repair functions in the City
and is a separate legal and financial reporting entity.

Cable
TV Advisory Board
The Board consists of five
members appointed by the City Council for three-year terms. Its
primary responsibility is to assist the City Manager in monitoring the
actions of any person who receives a cable television franchise. The
Board also submits recommendations for resolving complaints and for
proposed changes in service.

Board of
Zoning Adjustment
The Board is comprised of
five members and three alternatives appointed by the City Council for
five-year staggered terms. It meets on the first Monday of each
month to hear
and render decisions on appeals for variance or modification to the
zoning ordinance where there are practical difficulties or unnecessary
hardships in compliance with the strict letter of the law.

Industrial Development Authority
The Authority consists of
a five member board of directors appointed by the City Council for
six-year staggered terms. It is organized as a non-profit corporation
whose purpose is to encourage and promote commercial, industrial,
agricultural and manufacturing facilities in the City of Gladstone.
The Authority is empowered to issue industrial revenue bonds for such
purpose.

Capital
Improvement
Program Committee
The Committee consists of
six citizen members, two council members, two Parks & Recreation
Advisory Board members, three Planning Commissioners and one Special
Road District #3 member. Citizen members are appointed for three-year
staggered terms. It is responsible for reviewing the infrastructure
needs of the City. The Committee also recommends an annual capital
improvement program to the City Council.

Environmental Management Advisory Committee (EMAC)
The Committee consists of
nine members appointed by the Mayor, upon recommendation by the City
Council. Members are appointed for three-year staggered terms. The
Committee is responsible for reviewing issues concerning solid waste
management and making recommendations to the City Council.

Uniform
Codes Board of Appeal
The Board consists of
three members appointed by the Mayor, upon recommendation by the City
Council. Members are appointed for three-year terms. The Board is
charged with determining suitability of alternate materials and
methods of construction and reasonable interpretation of the Uniform
Building Code, Uniform Plumbing Code, National Electric Code and the
Uniform Mechanical Code.

Tax
Increment Financing
(TIF) Commission
The Commission consists of
six members, appointed by the City Council, who serve four-year
staggered terms. It designates redevelopment project areas and
approves redevelopment plans in accordance with the Tax Increment
Financing laws of the State.

Neighborhood
Commission
The Gladstone Neighborhood Commission consists of nine members that include one council member. Members serve a two-year term of office. The Commission considers ways and means to enhance the lives of Gladstone residents by facilitating and encouraging community awareness of and participation in neighborhood activities. The Commission shall represent all neighborhoods and will share strategies and resources for the improvement of the self-sustaining characteristics of healthy neighborhoods.

Arts
Commission
The Arts Commission consists of three members appointed by the Mayor and City Council, who recommend projects to artistically enhance the City of Gladstone to be funded with monies designated for this purpose from the Capital Improvements budget.
