DEPARTMENT OF PUBLIC SAFETY
In 1968 the police and fire departments merged into the Public Safety Department under the leadership of the Director of Public Safety. At the time of the merger of the Police and Fire departments, the Fire Department had five drivers and a Chief, and the Police Department had fourteen Police Officers, a Chief, and Reserve Police Officers. Following the consolidation of the Departments, all personnel were cross-trained in police and fire services.
Today, the Public Safety Department has effectively been split into a police and a fire department, all operating under the banner of the Department of Public Safety. All Police Officers are Peace Officer Standards in Training (P.O.S.T.) Certified Police Officers, and all Firefighter/Paramedics in the Department are trained to National Fire Protection Association (NFPA) Firefighter Level II in fire suppression techniques and are state licensed Paramedics.
Currently, the Gladstone Department of Public Safety is organized into four Divisions: Administration, Support Services, Police Field Services, and Fire/EMS.
The Administration Division is headed by the Director of Public Safety, and includes the Office of the Director of Public Safety and the Internal Affairs Unit. The Administration Division is responsible for planning, staffing, budgeting and ensuring the efficient and effective operation of the Department, as well as successfully accomplishing the Departments Values and Missions.
The Support Services Division is led by a Captain, and includes Crime Prevention/Community Policing, the Accreditation Unit, the Records Unit, the Volunteers in Police Service (VIPS), the Communications Unit, Animal Control and CIU Investigations.
The Support Services Division is responsible for providing all non-operational support to the Department by providing the personnel and services that make field services possible by effectively managing those resources. The Support Services Division is also charged with the responsibility of Law Enforcement Accreditation, continued policy development for liability reduction, and increasing Department training standards in all areas of Public Safety functions.
The Police Field Services Division is the main source of all law enforcement activity. The Division is headed by a captain, and manned by P.O.S.T. Certified Police Officers. The Field Services Division is responsible for Uniform Patrol, Traffic, and the DARE and SRO Programs. The Division provides the personnel who make law enforcement, traffic enforcement, and initial criminal investigations possible. Certified instructors train all recruit Police Officers through the Field Training Officer Program. The Division is responsible for analyzing trends to prepare for the Department"s future needs in the areas of personnel, training, equipment and development to better serve and protect the citizens of Gladstone.
The Fire/EMS Division is led by a Division Chief, and manned by full-time Firefighter/Paramedics. Division personnel are responsible for plan review and building inspection, public fire safety education, Emergency Management, fire suppression and prevention, and Advanced Life Support/Emergency Medical Services. The Division also directs the Gladstone Emergency Management Agency (GEMA), which is staffed by citizen volunteers who provide support functions for all aspects of Public Safety and disaster response.
