Alarm Permits The City of Gladstone requires any home or business that has an alarm system installed, whether it is a fire, burglar, or panic alarm, to apply for and receive an alarm permit through the City. In addition, the City has a false alarm ordinance that relates to the responsibilities and usage of an alarm system that is designed to elicit a response from the Gladstone Police Department. Alarm Ordinance Summary All alarm users are required to complete an alarm permit application and receive an alarm permit number. The application may be obtained from the Gladstone Police Department, or online here. Motor vehicles are exempt from this ordinance. There is no fee for the alarm permit, and the permit is not transferable. If possession of an alarmed property is transferred, through sale or new lessee, the person obtaining the property must file for an application within 30 days of the transfer. All residential or commercial alarm systems with audible alarms should be programmed for the audible alarm to cease within 15 minutes of activation, if located within 500 feet of an area zoned residential. All commercial alarm systems should be programmed to cease within 30 minutes if located within all other areas not zoned as residential and not within 500 feet of an area zoned residential. An alarm user will be notified in writing of each false alarm determination. At the time of the sixth false alarm for any user within a permit year (January – December), the Alarm Coordinator will notify the alarm user, in person or by mail, that any additional alarms during the permit year may require the alarm user’s appearance in municipal court or pay a mail-in fine. An alarm user may be subject to $50 to $500 fines or imprisonment up to 180 days for failing to obtain an alarm permit. The fine for false alarms exceeding six are as follows: Seven (7) through ten (10) false alarms - $25.00 each* Eleven (11) through fifteen (15) false alarms - $50.00 each* Sixteen (16) through twenty (20) false alarms - $75.00 each* Twenty-one (21) and each subsequent alarm - $100.00 each* * In addition, court costs will be charged for each violation. All new alarm system users will receive a grace period of ninety (90) days from the date of alarm system activation or six (6) false alarms, whichever comes first. Whenever the information provided on the alarm user permit number application changes, the correct information should be provided to the Gladstone Police Department within 30 days of the change. Alarm Permit Application In order to for the Gladstone Police Department to serve you better, we will need to be provided with information on the alarm permit holder and/or their agent (if for a commercial property): * Alarmed location, home or business. * Type of alarm: Intrusion, Hold-up, Fire, Medical, or other. * Alarm permit holder and/or agent, home address and phone numbers. * A secondary contact person if the permit holder or agent is not available. * The alarm monitoring company. Block Party Permit Liquor Permit It is unlawful for any person to sell or expose for sale in the city any intoxicating liquor or malt liquor in any quantity, without first obtaining a license from the city. All persons employed in the retail sale by the drink of alcoholic beverages must procure a permit to do so. Each applicant must complete an application form and prove himself/herself to be a person of good moral character. On application, each applicant must provide an “Intent to Hire” form from the employer, must pay the sum of $15.00 (cash or check only). Additionally, the Gladstone Police Department will require an on-line background check, and there is a fee for that service. The background check can be completed on line by accessing www.machs.mo.gov and registering through the name search portal. A fee is required, payable by credit card only. In order to get a Liquor Permit, applicant must have a valid state issued Driver’s License or State ID Card. Applicants will be given a temporary card that will be good for a period of not less than 60 days, and it may be extended to cover the period of time necessary for a detailed investigation and criminal background check. On or before the expiration date of the temporary card, if the applicant meets the applicable requirements of the city and state, then the applicant will be given a permit card good for three years from the date of original application. Upon the expiration of the permit card, the applicant may apply for a new permit card in the same manner as before. No person shall be required to procure such permit if such person is only indirectly engaged in the retail sale of alcoholic beverages. Liquor Permit Card * A Liquor Permit will require a photo, which is taken by the Gladstone Police Department. Once issued, the Liquor Permit must be carried at all times while the holder is dispensing or serving liquor within the City, or when requested by a city official. * All permit cards will bear a description of the applicant, a photograph, and shall be laminated to prevent alteration. * It is unlawful for any licensee of any retail establishment to have in the licensee's employ, for the purpose of selling or assisting in the sale for delivery of alcoholic beverages, any person who does not have a liquor permit card. * It shall be unlawful for any person other than the permittee to use any liquor permit issued. Any individual directly involved in the sale of any alcoholic beverage by tending bar, waiting tables, cleaning tables, delivering across a pick-up counter or ringing of sales on the register must have a liquor dispensing permit. Liquor Dispensing Permit Application Solicitation Permits Door to Door Solicitation - Permit Required Any person or business calling on residences inside the city limits for the purpose of soliciting orders, subscriptions, or business of any kind are required to first obtain a City of Gladstone Residential Door-To-Door Solicitors/Peddlers Permit. Persons soliciting for religious or non-profit charitable purposes are exempt from this requirement provided they have had a non-profit status granted to them by the federal and state government. NO solicitation is allowed between the hours of Sunset or 5:00 pm, whichever is earlier, and 9:00 am, except when invited by owner or occupant. If a person is soliciting without a valid permit, they are subject to fines and/or arrest. If a violation is deemed to have occurred, a summons may be issued to the violating person and/or business. A police officer does not need to be present at the time the alleged violation occurs. A City of Gladstone business license is also required. To ensure your safety, any time someone comes to your door wanting you to purchase something or requesting a donation, ask for their identification and their permit. Never pay or donate cash or valuables to a door to door solicitor, whether they appear legitimate or not. If a solicitor does not have a permit or appears fraudulent, contact the Gladstone Police Department if you wish to file a complaint. It is unlawful to enter any residential premises posted with “No Peddlers” or “No Solicitors” signage. Applicants will be required to complete an application and submit it to the Gladstone Police Department for approval and issuance. Identification Card * The Identification Card must be worn or displayed at all times a permittee is engaged in solicitation or peddling within the City. * It shall be unlawful for any person other than the permittee to use or wear any permit or badge issued under the provision of this chapter. * Any change in business activity shall require the permittee to obtain a new permit. Bond Requirement * All solicitors requiring cash deposits or taking orders for cash on deliver purchases (COD) or who require a contract of agreement to finance the sale of any goods, services, or merchandise for future delivery, or for services to be performed in the future, must supply with the application a bond, letter of credit or other form of security approved by the City in the amount of five thousand dollars ($5,000.00) or in the amount of anticipated revenue/sales to be generate within the City, whichever is greater. * A full explanation is contained in the City of Gladstone Municipal Code, available through the Gladstone City Clerk’s Office. License Fee * There is a non-refundable fee of $35.00 (per solicitor) permit application fee that shall be paid to the Gladstone Police Department. Additionally, the Police Department will require an on-line background check be completed via the State of Missouri website, and there is a fee for that service. * Every person required to obtain a permit under the provisions of this chapter shall provide notice to the Gladstone Police Department 48 hours prior to commencement of solicitation activities within the City. Such notice shall contain the dates solicitation activities will occur and the general areas of the City in which solicitation will be performed by the permittee. Residential Door-to-Door Solicitors/Peddlers Permit Street Use Permit Any individual or organization shall have the right to file an application with the Gladstone Police Department to obtain a permit to utilize the public street for purposes of solicitation or the expression of other forms of constitutionally protected speech. The permit shall grant the individual and/or organization the right to utilize the public street at designated locations between the hours of sunrise and sunset for such purposes subject to the regulations contained in this article. Any person engaging in aggressive solicitation on the public street pursuant to a street use permit shall be at least 60 inches in height and shall wear an orange safety vest. If a person is soliciting without a valid permit, they are subject to fines and/or arrest. If a violation is deemed to have occurred, a summons may be issued to the violating person and/or business. A police officer does not need to be present at the time the alleged violation occurs. A City of Gladstone business license is also required. It is unlawful to solicit on private property if the owner, tenant, or lawful occupant has asked the person not to solicit on the property, or has posted a sign clearly indicating that solicitations are not welcome on the property. Applicants will be required to complete an application and submit it to the City Clerk for approval. The application must then be submitted to the Gladstone Police Department for final approval and issuance. Identification Card * The Identification Card must be worn or displayed at all times a permittee is engaged in solicitation within the City. * It shall be unlawful for any person other than the permittee to use or wear any permit or badge issued under the provision of this chapter. Bond Requirement * Each applicant must provide a Certificate of Insurance evidencing that the applicant has public liability insurance in an amount sufficient to cover potential claims for any bodily injury, death, or disability and for property damage which may arise from or be related to the use allowed by the permit. * The policy shall name the city as an additional insured, apply as primary insurance regardless of any insurance which the city may carry; and obligate the insurance company to give notice to the city at least 30 days before any cancellation of the policy. * The insurance provided shall be in the following minimum amounts: $100,000.00 per claim, $300,000.00 per occurrence. Indemnity * The applicant must provide a statement that applicant will indemnify and hold the city free and harmless from any and all claims, actions or damages of every kind and description which may accrue to, or be suffered by, any person by reason of the use of the public street, as provided for in the application.
