Responsibilities:
The City Clerk prepares resolutions and ordinances, attends all sessions of the City Council, keeps minutes and records motions and votes. The Clerk is the Records Custodian, and is accountable for the retention, maintenance, and destruction of official records including contracts, ordinances, resolutions, election files, deeds, easements, and legal matters and ensures adherence to state records retention and destruction schedules. The Clerk serves as the Liquor Control Officer, acts as the public contact for solicitation, and interacts with citizens on a variety of city issues, such as elections, city and state statutes, Sunshine laws, and city policies.

The Clerk prepares Special Road District Number 3 agendas, minutes, and resolutions. The Clerk is responsible for public notices, official filings and certifications, attestations, and notarizations of official city documents. The Clerk maintains the city seal and interacts with the county and state on issues such as elections, official city auctions, recording of documents, state liquor letters, and required filings to the State Ethics Commission. The Clerk administers the oath of office to City Council members, the Mayor, public safety officers, and other appropriate officials.

CITY COUNCIL MEETING AGENDAS AND MINUTES

The City of Gladstone has five elected at-large Councilmembers, serving three year staggered terms. Council Members elect a Mayor and Mayor Pro Tem annually. Agendas and minutes for Council meetings are prepared by the City Clerk.

There are two types of Council meetings: Open Study Sessions and Regular Sessions. Open Study Sessions generally occur every 2nd and 4th Monday of the month prior to the Regular Sessions. Regular Sessions occur every 2nd and 4th Monday of the month. All meetings are open to the public, except those that are announced in advance as being closed meetings in accordance with the Missouri Sunshine Laws. During each Regular Session, there is an opportunity for anyone from the public attending the meeting to speak about items not on the agenda during the Communications from the Audience portion of the agenda.

PUBLIC RECORDS REQUEST

The City Clerk processes records requests according to the Missouri Sunshine Law RSMo. 610.010, 610.023, 610.024, 610.026. There may be a charge of up to 10 cents per page for standard copies and the actual cost of the copy for larger or oversized documents. A fee also may be charged for research time not to exceed the average hourly rate of pay for clerical staff. The City may reduce or waive costs when it determines the request is made in the public interest and is not made for commercial purposes.

The Sunshine Law requires that each request for access to a public record be acted on no later than the end of the third business day following the date the request is received by the custodian of records (City Clerk).

DUPLICATION AND RESEARCH COSTS FOR PUBLIC RECORDS
As established by RSMo. Section 610.026, the following fees and charges are established for copying, duplicating and researching public records: Paper copies (not larger than 9X14") $0.10 per page. Duplicating or research time/hourly fee: $10.00. Fees for providing access to public records maintained on computer facilities, recording tapes or disks, videotapes or films, pictures, maps, slides, graphics, illustrations or similar audio or visual items or devices and for paper copies larger than 9X14" shall include the cost of copies, staff time required for making copies and programming, if necessary, and the cost of the disk, tape or other medium used for duplication. Fees for maps, blueprints or plats that require special expertise to duplicate may include the actual rate of compensation for the trained personnel required to duplicate such maps, blueprints or plats. If programming is required beyond the customary and usual level to comply with a request for records or information, the fees for compliance may include the actual costs of such programming. Fees may be waived at the discretion of the Custodian of Records under certain circumstances, upon request.

GLADSTONE SPECIAL ROAD DISTRICT #3

The City Clerk acts as the Clerk to the Gladstone Special Road District No. 3. The Road District meets annually. Members of the Road District are: Chairman John Houlihan, Vice Chairman Eugene Suter, and member Mike Sosa. Mayor Les Smith services as Council Liaison.

LIQUOR CODES AND APPLICATIONS

The City Clerk is the designated Liquor Control Officer for the City of Gladstone. Information regarding liquor licenses can be found in Bill 14-29, Ordinance 4.284 Title V, Chapter 110, in the City of Gladstone Codification. The Liquor Codification and Liquor applications can be found below. More information can be obtained by contacting City staff (816-423-4096) or the State Division of Liquor Control (573-751-2964).
The City Clerk does not issue Occupational (business) Licenses or dog licenses. Information can be found by contacting the City of Gladstone Finance Department, Collector’s Office, at 816-436-2200.
